Henrik is a legal adviser to the Estonian Ministry of Justice on new technologies and digitalization. Among else, he participates in the negotiations of the AI Act in the European Council on behalf of the Estonian Government and has been actively involved in the negotiations of several other key EU regulations concerning new technologies and services, including the Digital Markets Act, Digital Services Act and Data Act. He is also part of a taskforce for creating and implementing an AI action plan of the Estonian Government to facilitate the uptake of trustworthy and human-centered AI. As part of the AI action plan Henrik is overseeing the development of a regulatory sandbox for data-based technologies.

Formerly a practicing lawyer at the Hedman Partners Law Firm, he has also advised numerous start-ups and large companies in ensuring regulatory compliance of emerging technologies and business models. Additionally, Henrik is a researcher in several academic projects concerning AI-based governance in public sector, with specific focus on rule of law matters.
